Tom Baumgartner is a Senior Transportation Engineer and Road Safety Professional with over 18 years of experience providing transportation engineering support to municipalities to establish and maintain a safe and efficient multi-modal transportation system. His focus on small and mid-sized municipalities led to the development of cost-effective strategies and policies to engage with the community, manage development impacts, prioritize infrastructure investments, and address road safety issues. Tom has conducted and managed projects on road safety reviews, planning and design of pedestrian and cycling facilities, transit exchange design, neighbourhood traffic calming studies, transportation master planning, transportation bylaws and policies, development impacts on transportation, and traffic management plans for construction. Tom has been an active member of the Transportation Association of Canada (TAC) through his involvement on numerous committees and leading various transportation projects. He served as the President of the BC Interior Section of the Canadian Institute of Transportation Engineers (CITE) from 2019 though 2020. In his spare time, Tom enjoys spending time outdoors whether he is barbequing, exploring the backcountry, or riding bikes with his boys.
Simon Davis is a Senior Civil Engineering Technologist with over 30 years of experience spanning contract administration, project management, contract preparation and tendering, civil design, inspection, and survey. He earned the New Zealand Certificate of Engineering (Civil) in 1998 following full time studies at Otago Polytechnic in Dunedin, as well as three years of technical work in survey and hydrology with the Canterbury Regional Council. Simon has built a diverse international career across New Zealand, England, and Canada, working in a variety of civil engineering roles for contractors, consultants, and municipalities. This broad exposure has given him a strong understanding of both public and private sector project delivery. In 2003, Simon and his wife Jenn relocated from New Zealand to Kelowna, BC, where they established family life. His early roles in Kelowna included designer, surveyor, and civil inspector. While he remains hands-on with civil design, his career has progressively expanded into management, contract administration, project management, and business leadership. Today, as a principal owner at ALIGN, Simon helps guide the company’s growth and evolution while contributing his technical expertise and leadership to its ongoing success.
Owen Morton is a Civil Engineer specializing in project management and engineering services for municipal infrastructure. He supports clients across a wide range of projects, including roadways; water, drainage, and sanitary sewer systems; and facility upgrades such as lift stations, pump stations, and PRVs. From pre design through contract administration, Owen believes that successful projects are built on thorough design, clear communication, and a hands on approach in the field. He is an MMCD Certified Contract Administrator (CCA) and has administered numerous construction contracts throughout his career. Originally from Vancouver Island, Owen completed the Civil Engineering Technology and Bridging Programs at Camosun College before earning his Civil Engineering degree with Distinction from UBC Okanagan. The Okanagan has since become home, where he enjoys camping, hiking, biking, snowboarding, rec sports, boating, and spending quality time with friends and family. Owen believes that surrounding yourself with the right people is key to delivering great work. At ALIGN, he is proud to be part of a team that enables him to provide high quality, efficient, technical, and personable service.
